Police say 37-year-old Rebecca Cummings and 40-year-old Coty Nipper are accused of leaving 14 cats locked inside a home on Magnolia Street after being evicted. Officers responding to an animal welfare check reportedly found the cats had been without food or water for nearly a month. All 14 animals died from starvation.
