Pleasant Grove ISD Says Bus Seat Belt Retrofit Too Costly

The Pleasant Grove Independent School District Board says the district cannot afford to add three-point seat belts to older school buses right now.

Operations Director Matt Fry told the board the cost to retrofit buses would exceed $360,000.

A new state law, Texas Senate Bill 546, requires school districts to report the estimated cost of adding three-point seat belts or buying new buses by September 2029.

Pleasant Grove currently owns seven buses, all of which already have the three-point harness system. Fourteen additional buses used by the district are contracted through the Bowie County Schools Transportation Department and do not have the belts.

Because those county buses rotate between districts and new buses will be added before the 2029 deadline, the board approved a resolution saying the retrofit is not financially or structurally feasible at this time.
